The Republican Senate Edge By Kyle Kondik

The U.S. Senate is a curious, unique legislative body for a lot of reasons. It has arcane rules, such as the filibuster, which limits the passage of most legislative items unless 60 members vote yes. Representation in the Senate is not based on population; instead, each state gets two and only two senators, meaning that California (the most populous state) and Wyoming (the least populous) have equal say in the Senate. Each get 2% of the Senate’s membership — two out of 100 senators — even though California has 12% of the nation’s people while Wyoming only has 0.2%. And unlike the House, where the entire membership is on the ballot every two years, only a third of the Senate’s membership is on the ballot each federal election cycle.

Governors 2017-2018: The Democrats’ Complicated Path to Big Gains By Kyle Kondik

A couple of weeks ago, Crystal Ball senior columnist Alan Abramowitz unveiled a model for predicting party change in next year’s gubernatorial elections. The results were rosy for Democrats: The model suggested Democrats should gain somewhere between six to nine governorships depending on the Democratic lead in House generic ballot polling. The Democratic advantage is in large part simply because: 1.) There is a Republican in the White House, and the presidential party often loses ground in midterm elections up and down the ballot; and 2.) Republicans are defending 26 of the 36 governorships up for election next year, meaning that they have a lot of ground to defend while the Democrats have relatively little.

If Democrats do have a chance to win the House next year, it might be because they translated a currently big field of announced candidates into credible opportunities to flip not just some of the top seats on their list of targets, but also some seats that, on paper, might not seem like they should be competitive. If that’s what happens — a big if at such an early point in the cycle despite President Trump’s unpopularity and the usual midterm trends that favor the party that does not hold the White House — it would mirror what happened when the Democrats last won the House from Republican control in 2006.

After all, midterms frequently break against the president’s party, which has lost an average of four seats in the 26 midterms conducted in the era of popular Senate elections (starting with the 1914 midterm).

House 2018: Crossover Appeal By Kyle Kondik

It’s become far less common in recent years for voters to vote for one party for president and another for their local U.S. House seat. While the number of “crossover” districts did go up from 2012 — there are 35 of them, as opposed to 26 after the 2012 election — the percentage of crossover seats, just 8% of the 435 districts, is low historically. To put that in perspective, 40 years ago during the 1976 presidential election — a race that, like this one, saw a national popular vote difference between the two candidates of just about two percentage points — 28.5% of the seats (124 of 435) voted differently for president and for House.

Incumbent Reelection Rates Higher Than Average in 2016 By Kyle Kondik and Geoffrey Skelley

With Republican Sen.-elect John Kennedy’s triumph in the Louisiana runoff last weekend, victories by two other Republicans in Louisiana House races, and Gov. Pat McCrory’s (R) concession last week to Gov.-elect Roy Cooper (D) in North Carolina, the winners of 2016’s House, Senate, and gubernatorial races are now set. This allows us to do a little housekeeping. Kennedy’s win confirms that this is the first cycle in the history of popular Senate elections that every state that held a Senate election in a presidential cycle voted for the same party for both president and for Senate (34 for 34 this year). Also, finalizing these results permits us to give a final assessment of our down-ballot Crystal Ball projections for 2016: We picked 32 of 34 Senate races correctly, along with 10 of 12 gubernatorial races and 428/435 House races.
